These flows tend to evade many high-risk countries. Regulatory and contractual risks, particularly in infrastructure, have inhibited investments in many parts of the developing world. A core objective of the World Bank Group (WBG) has been to support the flow of private investment for development; guarantees and insurance have been among the instruments that the WBG has used to pursue this objective.

Guarantees have been effective in promoting key WBG strategic objectives, particularly in facilitating the flow of investment to high-risk sectors and countries. They remain important instruments for achieving WBG’s priorities.

The use of guarantee products in each of the three institutions has fallen short of expectations, because of both external and internal factors. Internal constraints include (i) competition among the three WBG institutions that imposes additional transaction costs on clients and reputational risks to the WBG; (ii) weaknesses in marketing; (iii) supply-driven policy and mandate restrictions; (iv) limited internal awareness, skills, or incentives in the World Bank and IFC; and (v) inconsistent pricing of the WBG political risk-mitigation products.

Stable stance in forex investment

THE yuan will remain stable against the United States dollar as China will take a cautious and stable position in its foreign exchange investment.

The Chinese currency gained against the US dollar in the past week and ended at 6.8273 last Friday, according to the China Foreign Exchange Trade System. The yuan closed at 6.8311 by the end of the previous week.

China will continue its policy of diversifying its huge amount of foreign exchange reserves, the currency regulator said last Friday.

Hu Xiaolian, head of the State Administration of Foreign Exchange, told Xinhua news agency that it will stick to major currencies and high-quality assets in its foreign exchange investments.

China's overseas earnings hit US$82.5 billion in the past year, an 8-percent rise from a year earlier, according to data released by the administration last Friday.

Hu also noted the positive outlook of China's economy has lessened concerns over a depreciation in the yuan.

Overinvestment

There's a third kind of overinvestment for poorer countries, such as those of East Asia, pursuing an export-oriented growth path. Falling prices (exchange rates) simply make debt service more expensive. Since the investment boom usually corresponds to debt accumulation, this is crucial.

Ricardo Caballero's research (presented at the ASSA convention in January 2000) points to the real phenomenon of the vertical IS curve due to excessively idle capacity (along with excessive corporate debt and pessimistic expectations). This is what I call the Depression IS curve: falling interest rates do not induce much if any investment under these conditions, so that there's little increase in GDP. Real interest rates cannot fall below zero unless expected inflation rises significantly (as Paul Krugman points out). So, absent severe inflation, even a steep (i.e., non-vertical) IS curve may not intersect the LM at full employment. (Note that even before zero, there's a floor on interest rates because of the liquidity value of money as an asset.) This implies that monetary policy is impotent.

The off-exchange retail foreign currency market ("forex") describes the purchase of a particular currency from an individual or institution and the simultaneous sale of another currency at the equivalent value or current exchange rate. A BoC Rate Cut Would Validate Bearish Canadian Dollar

The Bank of Canada is expected to lower their benchmark rate by 50 bps to 0.50% which would be a new record low. The Canadian economy contracted by 3.4% in the fourth quarter which was the fastest pace since 1991. Household spending fell for the first time as consumer shave completely pulled back as companies continue to lay off workers. The economy lost 129,000 jobs in January which has supported the BoC’s forecast of a 4.8% contraction in 1Q growth. The forecast was originally seen as aggressive but fundamental data has supported it including manufacturing shipments falling 14.8% and retail sales dropping 5.4% in December. The weak growth outlook supports the bearish “loonie” technical outlook. The USD/CAD has rallied over 300 pips in the last two days, so we could see a retracement on the news. The 10/28 high of 1.3020 lies ahead as resistance, but if it fails 1.4000 is the next barrier.
Technical Outlook

As I’ve favored the last few weeks, the triangle that has been underway since October is probably complete at 1.2020. The breakout scenario is favored as long as price is above 1.2348. The rally above 1.2770 inspires confidence in the bullish outlook.
